I have never had this problem on Black Ops 2 with any Tool I have used and I have 3 active PSN users and accounts on the PS3 I use for modding and its never mattered which user is logged in. There are also many game type variants out there to mix it up instead of the boring standard game types - zombieland, the hunger games, hide and seek, the floor is larva, crossbows and knives, mike mires, cranked and many others.
